Seth Hulkower is an industry leader with over thirty years of increasingly expanding levels of leadership responsibility in electric utility operations and management, finance, mergers and acquisitions, project development, power pool operations, power contract negotiations with independent power producers and electric utilities, utility regulation, and power plant design and construction.  His experience encompasses utility system management, non-regulated power generation, asset financing and development, and management consulting.  He has established asset management programs that have led to improved reliability for overhead electric systems while driving down capital cost per customer and improving customer satisfaction.  

 

At the Long Island Power Authority (LIPA) Mr. Hulkower served first as the Executive Director during the precedent setting $7 billion takeover of the Long Island Lighting Company by a municipal agency. He led a team of engineers, accountants, bankers, and attorneys through protracted negotiations resulting in a high investment grade rating and a 20% reduction in electric rates on day one of the takeover.  Then as Chief Operating Officer he was responsible for the day-to-day operation of one of the largest public power utilities in the United States, with over one million customers and more than $3 billion in annual revenues.  Responsibilities included: operation and maintenance of the transmission and distribution (T&D) system; oversight of the utility capital spending; management of LIPA’s generating assets; strategic planning; major customer account management; and customer service.

 

Prior to joining LIPA, he served as Vice President for Development for Merrill International, Ltd. where he developed and sought investment opportunities in overseas power projects including development of wind, natural gas and cogeneration projects in: China; the United Kingdom; Greece; Costa Rica; Australia; Morocco; India; Pakistan and Italy at a point where non-regulated and renewable energy project development and financing was in its infancy in the international market.  Responsibilities included market assessment, regulatory risk evaluation, investment prioritization, and development strategy implementation.

 

As a Senior Consultant for Putnam, Hayes & Bartlett, an economic consulting firm, Mr. Hulkower advised clients on investments in overseas energy projects and the newly developing competitive market for energy in the United Kingdom.  At New England Electric Mr. Hulkower negotiated some of the earliest independent power producer contracts in the industry.  He began his career as an Engineer at Stone and Webster Engineering Corp, working on the design and construction of nuclear power plants.

 

Mr. Hulkower holds an SM in Technology and Policy from the Massachusetts Institute of Technology (1986) and a BA in Economics and a BSME in Mechanical Engineering, both from Tufts University (1981).

 

Mr. Hulkower and his wife reside in New York City with their two daughters.
